The muster roll and the attendance register overlap heavily in practice, but the muster roll refers specifically to the prescribed form under the applicable rules rather than to any internal record an employer chooses to keep.
What it means in India
Prescribed forms are set out in rules under the Factories Act 1948, the Contract Labour (Regulation and Abolition) Act 1970 for contractors it covers, the Minimum Wages Act 1948 rules, and state Shops and Establishments Act rules. Which form applies depends on which of those reaches your establishment, so start from that question rather than from a template.
