What is Special allowance?

Also called other allowance, balancing allowance.

Definition

Special allowance is the residual salary component, used to make a structure add up to the agreed gross once basic, house rent allowance and the named allowances have been set.

How it works

It is fully taxable and carries no exemption of its own, which is why it exists: it is the part of the structure with no special treatment, absorbing whatever is left over. Its size is the clearest signal of how a structure was built.

What it means in India

Whether special allowance forms part of the wage base for provident fund has been litigated in India, and the direction of travel has been that allowances paid universally, ordinarily and necessarily to all employees are not excluded from basic wages simply by being labelled allowances. A structure that pushes most of the pay into special allowance to shrink the provident fund base should be reviewed with that in mind rather than assumed to be safe.

What people get wrong

  • Treating special allowance as automatically outside the provident fund wage base. That assumption has been the subject of significant Indian litigation.
  • Letting it grow until it dwarfs basic. It is the structure an inspection asks about first.
